Water is the source of life, production, ecological base. Water resources management is an important element in the construction of ecological civilization, but also to coordinate the development and security, maintain the quality of the environment, to ensure ecological security. I believe that further standardization and strict water resources management, is the construction of water resources, water ecology, water environment "three water integrated" governance system "cornerstone", strict water resources management is conducive to promoting the recovery of the ecological environment of rivers and lakes.

The implementation of strict water resources management initiatives, first of all to protect the ecological flow of rivers and lakes. 2020 since, China has accelerated the development of key rivers and lakes ecological flow guarantee target, water conservancy departments at all levels have developed 425 key rivers and lakes ecological flow target, including the development of 118 river basin management agencies, 307 provincial water conservancy departments. River and lake ecological flow target will be incorporated into the river basin water resources scheduling program and annual scheduling plan, as the basin water allocation, water resources unified scheduling, total water withdrawal control of an important basis. Cross-provincial rivers should be in accordance with the principle of basin coordination to explore the establishment of ecological water replenishment collaboration mechanism.

In recent years, the problem of unreasonable water resources development and utilization still occurs from time to time. On the one hand, the local government should press down the main responsibility of implementing the "four waters and four definitions", promote the economical and intensive use of water resources, reasonably plan population, urban and industrial development, vigorously develop water-saving industries and technologies, and resolutely curb unreasonable water demand. On the other hand, strictly supervise water extraction afterwards, increase law enforcement and supervision and inspection, and investigate and deal with unlicensed water extraction, over-permitted water extraction, over-planned water extraction, over-extraction of groundwater, unauthorized change of water extraction use and other illegal and irregular acts according to law.

Restore the ecology of rivers and lakes is not a quick fix, and should be implemented gradually under a scientific top-level design, according to local conditions. In this process, we should strengthen the departmental linkage, public participation, monitoring and early warning, supervision and assessment. Make full use of sky, air and ground remote sensing technology, integrate hydrology, water rights, water extraction and economic and social data, improve monitoring accuracy and online rate, and realize inter-departmental information sharing. Strengthen the daily supervision of ecological flow, and strictly assess and supervise and inspect the water volume of the discharge flow at provincial boundary crossings, important control crossings and ecological flow control crossings in cross-provincial river basins. Strengthen the supervision and management of ecological flow protection of rivers and lakes and the implementation of effect assessment. Promote ecological flow monitoring and early warning-related calculations, algorithm research, and enhance the level of supervision and management of ecological flow wisdom.

Completing the shortcomings of water resources will help consolidate the effectiveness of water environment management and establish a water ecological barrier.
